General:
The Non-Mandatory Pre-Bid Conference Meeting Minutes and Sign-In Sheet are included in this
addendum.
Meeting Minutes:
Project Summary:
This cross-country project consists of 28,600 linear feet of 36” ductile iron watermain and
miscellaneous appurtenances in Phase 1 of 2. Phase 2 will let mid-2025 and consists of the
booster pump station and approximately 1 mile 36” D.I. to connect the northernmost point of
Phase 1 to an existing watermain along U.S. Hwy 280. Due to the federal American Rescue
Plan Act (ARPA) funding requirements the Phase 1 bid shall be awarded, contracts signed, and
funds committed before the end of the 2024 calendar year. Notice to proceed will then be
issued in early 2025, and time of performance is 485 calendar days. Right of entry has been
obtained for all property tracts with the exception of Tract 11 owned by Cindy Hylton (STA. 150-
STA. 170) which is still processing. Please exercise common courtesy when accessing
properties including communication with owners and closing of gates.
Clarifications:
Q1: What is the funding source?
A1: Federal Grant. (ARPA – American Rescue Plan Act)
Q2: Is there a rock clause?
A2: No, it is all unclassified.
Q3: Is a certified pay role required?
A3: Yes, standard Davis-Bacon Act requirements apply.
Q4: Are fittings called out on the plans?
A4: Yes, fittings are called out.
Q5: Do we need fittings on hand?
A5: That’s up to the Contractor, but the County will not have a line item for buying extra
material at the end of the project.
Q6: Who will supply the water for testing?
A6: The County will supply all water for pressure and bacteriological testing.
Q7: How many access points are there?
A7: The route crosses 5 public roads.
Q8: The creek crossing appears to be relatively shallow?
A8: Pipe burial depths shown on the plans are approximate with 3-foot minimal cover and intent
to minimize vertical bends.
