Amendment to 2023 Citizen Participation Plan
PUBLIC NOTICE IS HEREBY GIVEN that Shelby County has drafted an Amendment to its 2023 Citizen Participation Plan (CPP) related to the Shelby Urban County Community Development Block Grant Program. Shelby County may, from time to time, modify the provisions through amendment to its CPP. It shall be the policy of the County to periodically review and discuss the effectiveness of its CPP in allowing citizen participation in the community development process and in helping to meet community development needs and goals identified by the citizens of the county. To this end, the effectiveness of the CPP will be discussed at a public hearing held in conjunction with the community development program and a potential amendment to the CPP will be reviewed, as necessary.
A 15-day notice is hereby given for a 30-day public comment period that shall occur from December 4, 2025, to January 6, 2026, to obtain citizen input on a proposed Amendment to the 2023 Citizen Participation Plan. The draft CPP may be viewed in person during regular business hours (8:00 AM to 4:30 PM, Monday-Friday) at the Shelby County Department of Development Services located at 1123 County Services Drive, Pelham, AL 35124, or online beginning December 3, 2025, at https://shelbyal.com/urbancounty. During this period, written comments will be accepted in person, by mail, or by email (cdbg@shelbyal.com). A written response will be given within 15 business days for all written comments received. A notice is also hereby given for a public hearing that shall occur during the regularly scheduled meeting of the Shelby County Commission on January 12, 2026, at 8:30 AM, in Room 104 of the Shelby County Administration Building located at 200 West College Street in Columbiana, AL 35051. Citizens may offer public comments at this meeting. Following the public hearing, the Shelby County Commission will consider adoption of a resolution for approval of the Amendment to the 2023 Citizen Participation Plan.
