ADDENDUM NUMBER 4

 

SHELBY COUNTY WATER SERVICES METER CHANGEOUT PROJECT

 

  1. Questions

 

        1.1     What are the approximate square miles of the geographic area of the meters to be covered under this contract?

                  1.1.1     The meter project will span over roughly 200 square miles.

        1.2     Who provides gaskets?


                1.2.1     Shelby County Water Services will provide the gaskets.

 

        1.3     What is the age and primary make-up of service lines?  (copper, plastic, galvanized)

                1.3.1     The Services Lines owned by Shelby County is primarily copper.  Roughly 90% of our service lines have been installed since 1989.  The Service Lines owned by the customer are primarily PVC.

 

        1.4     Will the contractor need to identify the material of service lines?

 1.4.1     No, the contractor will not need to identify the service line material.

 

         1.5     How are the meters currently being read?

                 1.5.1     The meters are currently being read manually by meter readers.  We have one billing cycle.  All meters are read beginning the first Monday of the month and are completed by the end of the week.

 

       1.6     What is the Billing Software the County is currently using?

                 1.6.1     Shelby County uses Computer Network, Inc (CNI) billing software.

 

        1.7     In reference to notifications to customer will Contractor just be leaving a Door Hanger after installation?

                    1.7.1     Prior to shutting off water to any service, the Contractor will attempt to notify each customer by knocking at the door of each residence and informing the customer that their water service will be interrupted                                             while the meter is being changed out.   In the event the customer or no one aged 18 or over is present, the Contractor shall leave a door hanger advising the customer that the meter has been changed and                                                  providing contact information in the event of any services issues.  The contractor will also be responsible for bleeding air from the customer’s service line through an outside spigot. 

        1.8     Will County have an area to drop a storage container?

                1.8.1     Yes, the County will provide an area to drop a storage container.

 

        1.9     Do you have an estimate for this project?

                   1.9.1     The project has been estimated at $1,100,000.

        1.10   Will this be a like for like exchange (same lay length)?

                  1.10.1    All meters should have the same lay length.  For our ¾” backflow preventers, we are aware that some of our backflow preventers are slightly longer than the existing backflow preventers present.  The specifications                                   for those backflow preventers are addressed under Amendment #2.  We do not have an exact number for those with slightly different lay lengths.

        1.11   Are there holes in the existing lid?

                   1.11.1    We intend that there will be a hole in every lid for this project.  However, in the event that some meter boxes are missed, we have provided a line item to address the contractor’s cost for drilling holes in lids.

        1.12    Are the meters in setters, or are they connected with straight meter couplings? 

                1.12.1    The vast majority of our meters are connected with straight meter couplings.  However, we do have meters in setters in our system.  We do not have an exact number for these meters.

        1.13    Do the existing 2” meters have flanged or threaded ends?

                    1.13.1    The 2” meters have flanged ends.

        1.14    Please confirm the County will provide meters, meter boxes, meter lids, endpoints, curb stops, backflow preventers, miscellaneous fittings, and pressure reducing valves?

                    1.14.1    The County will provide these items.
