- Purchase and Removal of Concrete Masonry Units
The Shelby County Commission provides services to residents of Shelby County through various operational units. In order to provide the best possible customer service, Shelby County is currently repurposing a property at 4154 Highway 70 in Columbiana that will result in the demolition of two Pre-Engineered Metal Frame Greenhouse Buildings. The first Pre-Engineered Metal Frame Greenhouse Building is approximately 8,140 square feet. The second Pre-Engineered Metal Frame Greenhouse Building is approximately 10,788 square feet. Shelby County desires responsive bidders to provide a proposal to purchase and remove the buildings and other described items. This Request for Proposals (RFP) is divided into sections by the asset with responses for individual sections or the entire lot of materials.
Shelby County desires that the successful respondent/respondents proceed with the project for purchase and removal as follows:
- The approximately 8,140 and 10,788 square foot metal frame buildings that were previously used as greenhouse structures. Structures will be available for removal as soon as possible after the award. The existing concrete slabs may remain in place to be removed by the County. The building structure must be removed within 30 days after the notice of award. Notice of Award will be made on March 25, 2025 unless an extension is approved by Shelby County. The disassembly, removal and transport off site shall be the responsibility of the respondent. The adjacent buildings that will remain shall be protected and undamaged during the removal of the described subject metal frame buildings that were previously used for greenhouse structures.
- The concrete masonry units are available onsite and are available. Loading and transportation off site shall be the responsibility of the respondent.
Site Description
Shelby County owns an approximately 8,140 square foot metal frame building and an approximately 10,788 square foot metal frame building and described concrete masonry units located at 4154 Highway 70, Columbiana, AL 35051.
Asset Description
The proposed project will consist of providing bid prices for the removal and purchase of the following assets:
- Pre-Engineered Metal Frame Structures – These pre-engineered metal frame structures are approximately 8,140 square feet and 10,788 square feet. Approximate dimensions are 74’ x 110’ and 93’ x 116’.
- Concrete Masonry Units (Blocks) – There are approximately 3,590 units. (Quantity shall be verified by respondent prior to submitting a proposal, County makes no guarantee on exact quantity)
Evaluation Criteria
At the conclusion of this proposal process, Shelby County intends to sell the assets to the highest bidder(s) that are able to meet the criteria. Shelby County reserves the right to decline all proposals for any single asset or multiple assets. Proposals will be evaluated based on 1) purchase price and 2) ability to remove by the following dates:
- The Pre-Engineered Metal Frame Structures will be available for removal immediately after award.
- The Concrete Masonry Units (Blocks) will be available for removal immediately after award.

All Proposers must use the form provided for submitting their proposal. All proposals must be sealed and marked in the lower left corner of the envelope, “RFP – Purchase and Removal of Pre-Engineered Metal Frame Structures and Concrete Masonry Units” with opening date and time stated. Late proposals will not be opened.
Proposals must be received no later than 2:30 p.m. CST on March 18, 2025. The proposals will be date and time stamped upon receipt. All inquiries and requests for clarification must be submitted in writing and a written response will be provided in return. Payments
All assets are sold as is/where is and payments are required prior to the removal of the assets.
Shelby County reserves the right to decline all proposals for any single asset or multiple assets.
