Tipsoft is a service for citizens to anonymously submit drug/crime/bully-related tips to the COMPACT through two methods:

Tips Summary

In all forms of submitting a tip to the Compact, your identity is protected - all tips are 100% anonymous. Your identity can never be discovered unless you choose to share it.

 All Shelby County students and residents should consider the Compact Tip process their personal safety channel they can use to alert authorities and administrators of a possible danger or crime being planned.

All data flows noted below are first forwarded to a secure server in Canada, where the data is encrypted and assigned an alias. The Canadian server retains only the minimum data required and the IP address, phone number or text message itself is not retained. The tip data is then forwarded to a TipSoft server in the U.S. where a second alias procedure is used when replies are sent back to the originator. A Canadian server is utilized due to some unique legal statues from the Supreme Court of Canada that support legal privilege extended to those who provide anonymous information. “Informer’s privilege” is a right derived from the U.S. Supreme Court decision, McCray v. Illinois, 386 U.S. 300. The privilege is the government’s right to keep confidential in the suppression hearing the identity of persons who supply information to law enforcement. The privilege recognizes public interest in effective law enforcement by preserving the anonymity of persons who report violations of law.  TipSoft is a worldwide leader in providing secure intelligence acquisition and management software solutions to law enforcement. The TipSoft applications are guaranteed to meet or exceed the following security requirements;

The TipSoft network, hardware and applications are audited daily to insure continual compliance with the SANS/FBI security test along with the U.S. Department of Homeland Security’s published recommendations.

The TipSoft application and transaction servers reside in a state-of-the-art commercial data center employing rigid corporate and government level security measures including full-time (and screened) onsite security personnel and required biometric access. User interaction with our servers are all done via Secure Socket Connections (SSL v3.0)

Web Tip

The COMPACT‘s bilingual web browser tip form can be rendered at  Web tips can be submitted by Windows PC, Mac and Linux computers, as well as a variety of tablet and mobile devices.  It is guaranteed secure and anonymous.  A two-way dialog feature is available to allow the tipster to return at their convenience and securely provide uploaded images and additional information to their original tip and law enforcement can securely ask questions or provide information back to the tipster as well.  For PC and Mac users, web tips can be submitted using the following minimum browser versions:

Phone Call a Tip 205-670-6TIP (6847)

The COMPACT ‘s bilingual call center is open 24 hours a day, 7 days a week, 365 days a year to collect tips by telephone. Call center agents are NOT law enforcement agents but are trained to collect your sensitive tip data. All phone tips are handled in a secure and anonymous manner. The specialized phone equipment does not capture, trace or record any incoming calls.
