Director of Juvenile and Risk Operations

Mr. Harvey currently serves as the Director of Juvenile and Risk Operations for Shelby County where he focuses on customer service in several operating areas to include Juvenile Court/Juvenile Probation Services, Juvenile Detention, Operational Safety, Risk and Emergency Management.

Prior to this appointment, Mr. Harvey served Shelby County as the Director of Emergency Management from 2012 to 2022. He holds the Certified Emergency Manager (CEM®) from the International Association of Emergency Managers and serves on the Mental Health, Children & Disasters and K-12 Committees. Among Mr. Harvey’s prior experience he served as a Southern Baptist Disaster Relief volunteer including as Team Lead and Chaplain for a medical team sent from Shelby County to Port-au-Prince, Haiti after the 2010 earthquake. His chaplain training includes the Shelby County, Alabama, Sheriff’s Law Enforcement Academy, numerous Critical Incident Stress Management (CISM) and Mental Health First Aid classes.

Mr. Harvey holds a bachelor’s degree from the University of Alabama at Birmingham, a Master of Divinity from the Southern Baptist Theological Seminary and a Juris Doctorate from Samford University’s Cumberland School of Law. He is a licensed attorney for 25+ years having served in private practice and as a Deputy District Attorney in the 15th Judicial Circuit (Montgomery) prosecuting felony crimes where the victim was a child. Since 2010, he serves as an Assistant Professor in the Graduate School of Business teaching Business Law for Liberty University where he won the 2015 President’s Award for Excellence in Teaching. He is a member of the Shelby County, State of Alabama and United States Supreme Court Bars.

Mr. Harvey served on the Board of Directors of the Shelby County Community Health Foundation, the Alabama First Responders Wireless Commission and the National Association of Counties (NACO) Justice & Public Safety Steering Committee.

Mr. Harvey has completed leadership programs including Leadership Shelby County and the Alabama Public Safety Leadership Academy. He and his wife live in Shelby County.
