Controller, Financial Services 

Mr. Carter has been employed with Shelby County since 1994. Prior to joining the County, he worked over seven years for a regional CPA firm where he gained valuable experience in finance and accounting. In this role his responsibilities included financial statement preparation, operational and financial auditing, internal control evaluation and implementation, and taxation for a vast client base which included corporations, partnerships, and sole-proprietorships involved in various industries. Currently, Mr. Carter manages the financial, accounting, and customer services for the business-type enterprises of the County which includes Water Services and Landfill operations. 

Mr. Carter has a Bachelor of Science in Business/Accounting from the University of Alabama at Birmingham. He is a Certified Public Accountant (CPA) and a Chartered Global Management Accountant (CGMA). He is a member of the Alabama Society of CPA’s, American Institute of CPA’s, and the Government Finance Officers Association of Alabama. He serves on the Board of Directors of the Chilton Shelby Mental Health Center.
