David Willingham Bio

David D. Willingham, P.E.

County Engineer  

Mr. Willingham became the County Engineer for Shelby County on September 1, 2022. He previously served at the Chief Development Officer for Shelby County responsible for various departments including Building Inspections & Permitting, Planning & Zoning, Environmental Services, Emergency Management, and Tourism & Events.

Mr. Willingham is a 1993 graduate of the University of Alabama with a Bachelor's Degree in Civil Engineering and has been a licensed professional engineer in Alabama for over 24 years. In 2010, Mr. Willingham obtained the Project Management Professional Certification from the Project Management Institute. He has completed leadership programs including Leadership Shelby County, the Barge Leadership Institute by the Lipscomb University College of Business and the Alabama Leadership Development Series by the American Council of Engineering Companies. Prior to public service, Mr. Willingham spent 25 years working as a consultant in the transportation engineering field.

Mr. Willingham is married to Tonya Willingham and has lived in Shelby County for over 29 years.
